Civil UAV’s Initiative – Fase A

Initiative to promote the use of unmanned aerial and naval platforms in the civil field and especially in the improvement of public services through public-private collaboration with 2 strategic technological and industrial partners through a partnership agreement for pre-commercial development.

In this context, Babcock is developing 17 Products covering the entire value chain required to enable the provision of services with unmanned systems. The Products include the development of rotary wing unmanned systems, together with the necessary critical subsystems (flight control system, simulators, mobile ground unit, etc.); the development of payloads oriented to the provision of the requested services; an air traffic coordination system for the integration of RPAS in manned aircraft operations; and final service Products that use the above tools to provide the data and intelligence requested by the customer.

Specifically, the Air Traffic Coordination Product includes all the necessary elements for the performance of cooperative missions between RPAS and manned aircraft: Sense & Avoid, safety operating procedures, information systems for the coordination of mixed air traffic, integration of EGNOS technologies to support and improve safety, work in collaboration with the National (EASA) and European (EASA) Authorities for the definition of specific operations and safety criteria in these operating environments, etc.

The development of the unmanned products integrates the requirements and specifications of the Traffic Coordination Product and all the Service Products, so that the resulting unmanned systems are guided in their design and development by the specific operation concepts, by the functional service requirements and by the air safety criteria, oriented to the new regulations being developed in Europe and Spain.

The main objective of the SIDERAL project is to develop the U-Space functions required for the safe integration of drone operations in emergency services through a Concept of Operations supported by U-Space services.

To support this objective, it is proposed to define and test a set of concrete operational scenarios that will contribute to the development of the unmanned traffic management (UTM) system functions and to the validation of the U-Space services provided to users, with special attention to drone operators and ANSPs, but also considering others, such as other emergency services aircraft. The developments, supported by demonstrations, will contribute to achieve other more specific objectives of the project:

  • Analyze how aeronautical information should be provided to drone operators.
  • Provide the drone operator with an electronic identification and logging function to record a flight electronically.
  • Provide geo-fencing capability, through the use of EGNOS.
  • Provide the drone operator with the functionality to record flights through a standard data model.
  • Define procedures together with ATM/ATC to perform automatic flight validation.
  • Define and evaluate the operational and contingency procedures required between a drone operator and ATC.
  • Interconnect relevant drone data with operational ATM systems to support air traffic controllers.
  • Define the operational procedures to segregate an airspace, for a given flight and time.
  • Analyze the provision of non-aeronautical information to declare no-fly zones.
